Comparison of workers’ compensation arrangements in Australia and New Zealand

The Australian Safety and Compensation Council’s (ASCC) Comparison of workers’ compensation arrangements in Australia and New Zealand aims to provide all stakeholders with information to assist them in understanding workers’ compensation arrangements in Australia and New Zealand.

This is the first edition of the Comparison produced by the ASCC. Previously the Victorian WorkCover Authority produced this publication on behalf of the Heads of Workers’ Compensation Authorities. The ASCC would like to acknowledge all the work the Victorian WorkCover Authority has put into the task since 1993 and the representatives from each of the jurisdictions for all the assistance they provided to the ASCC in producing this edition of the Comparison.

All information in this edition of the Comparison is correct as at October 2006. Readers wanting up-to-the-minute information should check with the relevant authority.

The Harmonisation 10 point plan

The regulators of the workers' compensation schemes in Western Australia, the Australian Capital Territory, New South Wales, Queensland, South Australia, Tasmania and Victoria have adopted a Harmonisation 10 point plan. This plan represents a commitment to the development of common approaches to administrating premium, compensation, safety issues and self insurance arrangements, while ensuring that the benefits for injured workers are protected.

The states are committed to identifying additional reforms that continue to reduce complexity for employers and employees.

Workers' Compensation Guidance Material

One of the key items on the Harmonisation 10 Point Plan is to develop clear, plain English guidance material that explains and compares workers' compensation processes and obligations that impact on an Employer in each state.
